The existing complex is preserved and incorporated: restaurants, public services, and building services.
The proposal does not include commercial or residential premises, and is of considerable importance for the design, the shape, technical building, and innovative material use.
The program includes cultural and conference podium, children library, conference space for 100 people, which can be divided into three smaller rooms, and a cafeteria.

The project is the design of an emblematic structure of 170m height, located on a terrain of approximately 2 hectares; at Za’abeel Park.
It is Dubai’s new urban image –result of the transformation process through the inmobiliary and technological development that this Emirate has had for the last few years.
The monument should promote tourism, science and culture, thus it will serve as an emblematic landmark, and will reflect Dubai’s historical development, while being a recreational space, which works altogether with present, past and future and socio-cultural history, and is linked to physical context in which it is immersed.
